When it helps
Scanners often produce pages out of order, especially with double-sided feeders. You may also want to move an appendix before the conclusion, put a cover page first, or reorganize a presentation exported as PDF.
The content of every page is untouched: the file has the same pages, only in a different sequence. If you only need to move a page from one document into another, use Merge PDF, which lets you mix pages from several files.

Reorder does not rotate or delete pages. If a page is sideways, use Rotate PDF; if there are pages you want to delete, use Delete PDF pages. You can run one tool after the other, since each one gives you a normal PDF.
If the file cannot be opened it may be password-protected and need unlocking first, and a very large file can be slow on a phone, because your device does the work.
