One image per page, in your order
Each image becomes one page of the PDF, and the page takes the size of the image, so nothing is cropped or stretched. The order you see in the thumbnails is the order of the pages, and you can rearrange it by dragging before you create the file.

What to expect
Pages are sized to the pixel dimensions of each image, so photos with different sizes produce pages of different sizes. The tool does not add margins or convert pages to A4 or Letter. If you need a uniform page size, resize your images first.
Large photos make large PDFs. If the result is too big to email, run it through Compress PDF afterwards.
Tips for photographed documents
Take the photos in good light and straight on, and rename or order the files so that the pages come out in sequence. If you already have PNG files, PNG to PDF is the dedicated tool, though this one accepts them too.
To add the new pages to an existing PDF, create the PDF here and then join both files with Merge PDF. If one image does not appear, check that it is a real JPG or PNG and not another format with a changed extension.
